PCA Strengthens Executive Team with Key Hires

The Portland Cement Association (PCA) announced additions to its executive team in the areas of government affairs, communications and finance.

PCA logo“I think these hires will mesh nicely with our current talented and hard-working staff,” said Michael Ireland, PCA president and CEO. “They, like the rest of the PCA staff, are here to serve the American cement industry now and into the future.”

The new hires are as follows:

  • Sean O’Neill, senior vice president of government affairs. O’Neill joins PCA from the Associated General Contractors of America where he served as vice president of congressional relations/infrastructure advancement. O’Neill’s experience includes roles as director of government affairs at the International Association of Fire Fighters. special assistant to Secretary of Transportation Elaine Chao, and chief of staff for former Congressman John Sweeney.
  • Nick Ferrari, senior vice president of communications and media relations. Ferrari was previously director of publishing and content development at the American Society of Mechanical Engineers. Prior to that role, he held senior positions at Erdos and Morgan, American Business Media, and Crain Communications.
  • Debra Adlis, chief financial officer and treasurer. Adlis will also serve as executive vice president of finance for the National Ready Mix Concrete Association. She has previously led non-profit finance teams at the National Foundation for Credit Counseling, the Immune Deficiency Foundation and the Baltimore Symphony Orchestra. Prior to those roles, Adlis worked with the National Hospice and Palliative Care Organization and the National Association of Real Estate Investment Trusts.

PCA also announced the addition of Libby Pritchard as director of construction materials safety & policy. Pritchard will also hold the same position in a joint role at the National Stone, Sand and Gravel Association.

Prior to joining PCA, she served as a social scientist at the National Science Foundation (NSF) responsible for writing briefs highlighting NSF-funded projects for dissemination to Congress and conducting data analyses. Pritchard also served as the environmental services & land use coordinator at Wildish Sand & Gravel and was chair of Oregon Concrete & Aggregate Producers Association ESH Committee from 2017-2018.
